Maryland is looking ahead by designing and implementing a strategic plan to promote green jobs and better position Maryland for long-term sustainability. Key initiatives include attracting and growing green businesses, fostering green job creation; growing Maryland’s green workforce; promoting green practices and encouraging energy & resource efficiency.
What are Green Jobs?
A Green Job is any job that helps promote sustainability and grow the green economy in Maryland. This includes a wide range of jobs in energy efficiency, energy conservation, renewable energy production, alternative energy production, waste management or environmental stewardship.
Many of the jobs that will contribute to the green economy already exist, such as engineers, HVAC mechanics, and construction workers. Others have yet to emerge. Learn more >

- Maryland’s Workforce Exchange provides a menu of services to help you find a better job or career.
- Maryland has 34 community based One Stop Career Centers that provide easy access to services and resources for job seekers and those wishing to upgrade their skills.
- Maryland’s state and local workforce system is composed of partners from K to 20 education, One-Stop Career Centers, industry, and state and local government agencies. The system is designed to prepare trained workers for emerging industries, including those in the green economy.

Grow your green business in Maryland with the following incentives and tax credit programs, available through the Maryland Department of Business and Economic Development:
Biotechnology Investment Tax Credit provides income tax credits for investors in qualified Maryland seed and early stage, privately held biotechnology companies. - BRAC Revitalization and Incentive Zone Program focuses on areas already designated for growth; provides local governments with financial assistance for public infrastructure in these well-defined areas; and aligns other state resources and programs to local governments and businesses located in the BRAC zones for a coordinated State effort.
- Brownfields Tax Incentive provides financial incentives and property tax credits for the redevelopment of properties previously used for commercial or industrial purposes.
- Enterprise Zone Tax Credits – Businesses locating in a Maryland Enterprise Zone may be eligible for income tax credits and real property tax credits in return for job creation and investments made in the zone.
- Job Creation Tax Credit – provides income tax credits to businesses that create new jobs to encourage them to expand or relocate in Maryland.
- One Maryland Tax Credit – Businesses can qualify for up to $5.5 million in income tax credits under the One Maryland Income Tax Credit Program. Businesses that invest in an economic development project in a “qualified distressed county” may qualify for project tax credits of up to $5 million and start-up tax credits of up to $500,000.
- Research and Development Tax Credit – Businesses that incur qualified research and development expenses in Maryland may be entitled to Maryland R&D tax credits.
- Capital Investment: Maryland Venture Fund – a State-funded seed and early-stage equity fund that makes direct investments in technology and life science companies and indirect investments in venture capital funds.
- Credit Enhancement: Maryland Industrial Development Financing Authority – facilitates capital access by issuing private activity revenue bonds and can provide credit insurance in the form of a deficiency guaranty to reduce lender’s risk
- Incentives: Maryland Economic Development Assistance Authority and Fund – non-lapsing revolving loan fund to provide below market, fixed rate financing to growth industry sector businesses, locating or expanding in priority funding areas of the State.
Incentives and Tax Credits for Businesses
- Solar Grants - Funding of up to $10,000 to install qualified solar energy systems in homes and commercial buildings.
- Geothermal Heat Pump Grants - Up to $10,000 to install qualified geothermal heat pumps in homes and businesses.
- Green Building Tax Credit - Tax credit for the construction or rehabilitation of a green building worth up to 8% of the total construction cost of one building. The building must be at least 20,000 sq. ft.
- BioHeat Tax Credit Heat Program - Up to $500 for individuals and corporations that purchase Bio-Heating Oil for the purpose of space and water heating.
- Clean Energy Production Tax Credit - Maryland offers a production tax credit for electricity generated by wind, geothermal energy, solar energy, hydropower, small irrigation power, municipal solid waste and biomass resources.

- State Receives $5.8 Million Training Grant for Green Jobs
- Maryland (GWIB) is one of only 34 states to earn a competitive grant from the U.S. Department of Labor (USDOL) worth $5.8M to provide more than 2,000 Marylanders with skills and jobs in the green industries including energy efficiency and renewable energy.
- The Governors Workforce Investment Board published Maryland Energy Industry Workforce Report.
- The Governors Workforce Investment Board convened the first Construction and Energy Workforce Summit.
- The Governors Workforce Investment Board published Careers in the Green Economy.
- Supporting the Smart, Green and Growing outreach and education campaign, GWIB created a Green Jobs webpage, hosted on the DLLR website, which provides all citizens of Maryland with content and links about green jobs, training, and workforce development resources.
